3H TECHNOLOGY HAS RELEVANT EXPERIENCE IN ALL FUNCTIONAL CATEGORIES AWARDED UNDER DHS EAGLE.

Functional Category (FC) 1 - Infrastructure Engineering Design, Development, Implementation, and Integration

GSA NCR/FPS IT Infrastructure

Customer: General Services Administration (GSA) National Capital Region (NCR)/ Federal Protective Service (FPS)

Scope of Service: Under prime IDIQ BPA, 3H managed the delivery of all phases of full life cycle, enterprise-wide IT Infrastructure Systems Engineering (ISE) Design, Development, Implementation, and Integration support. This support was provided to GSA National Capital Region (NCR) and its affiliated agencies, including the DHS Federal Protective Service (FPS), and more than 2,500 users based at 80+ field sites, including the White House, the Old and New Executive Office Buildings, and multiple FPS sites (i.e., the Navy Yard and the Mega Center). 3H deliverables included: consolidation of multiple Government IT networks under a single centralized and standardized enterprise-wide network infrastructure; consolidation of data and servers under a centralized and redundant clustered storage area network (SAN) and single server farm; establishment of a Continuity of Operations (COOP) solution geographically dispersed from central office operations; and upgrading of the Network Security plan to tighten regional office security. Additionally, 3H provided rapid response in support of establishing a new Command and Control Center for the 9/11 Pentagon Relief Relocation effort within 48 hours of the Pentagon attack; delivered ISE support to two Presidential Inaugural Transition Teams; transitioned FPS network resources to DHS ICE; and ensured that DHS FPS users have constant access to the GSA network under a DHS/GSA interagency MOU.

GSA PBS CIO National Telecommunication Architecture

Customer: General Services Administration (GSA) Public Building Service (PBS)

Scope of Service: 3H planned, designed, and implemented the National Telecommunication Architecture (NTA) for the GSA Public Buildings Service (PBS) Chief Information Officer (CIO). 3H's solutions resulted in more than $700K in cost savings over a three-year period, eliminated points of failure, increased network stability and flexibility through secured channels, improved remote management, and increased customer satisfaction. 3H supported GSA Central Office (CO) and all 11 GSA regions, involving coordination with more than 262 sites with over 300 circuits. Circuit technology included point-to-point, DSL, frame relay, ISDN, satellite, and wireless. As part of this contract, 3H supported transitioning Federal Protective Service (FPS) circuits and telecom resources to the DHS network. All NTA efforts applied Information Technology Infrastructure Library (ITIL) service management/delivery industry best practices and followed ISO 9001:2000 Quality Management System (QMS) guidelines. 3H succeeded in consolidating, centralizing, and standardizing the NTA infrastructure, reduced costs, increased performance, and maximized utilization of the telecom circuits nationwide. Our achievements included: administering the installation, migration, and management of more than 300 telecommunications circuits for GSA and associated agencies, including FPS; conducting a nationwide bandwidth study to analyze circuit traffic; migrating circuits from one vendor to another, saving more than $250K annually while improving overall network performance; and documenting standard operating procedures (SOPs) for managing the NTA.

Functional Category (FC) 2 - Operations and Maintenance

GSA NCR/FPS Infrastructure Support

Customer: General Services Administration (GSA) National Capital Region (NCR) / Federal Protective Service (FPS)

Scope of Service: Under a prime IDIQ Blanket Purchase Agreement (BPA), 3H managed multiple task orders requiring the delivery of a wide range of O&M support provided to the GSA National Capital Region (NCR) and its affiliated agencies, including the DHS Federal Protective Service (FPS), for over 2,500 users at 80+ sites, including the White House, the Old and New Executive Office Buildings, and multiple DHS FPS sites (e.g., the Navy Yard and the Mega Center). Support includes: help desk support, desk-side support, field site and remote user support, LAN/WAN network administration, data center and security operations, and hardware/software deployments and upgrades. 3H’s performance can be categorized in six O&M areas: Data Center Operations Support; Centralized Help Desk/LAN Support; Field Support; Desk-side Support; Security; and Hardware/Software Upgrades.

Federal Real Property Profile Internet Application (FRPP-IA) Support

Customer: General Services Administration (GSA) Office of Government Wide Policy (OGP)

Scope of Service: For the Office of Government-wide Policy (OGP), 3H has supported O&M requirements for the Federal Real Property Profile Internet Application (FRPP-IA), which represents the most comprehensive data store of Federal Real Property (FRP) assets available. The database is used to generate an FRP asset summary report with the final report issued to Congress and made accessible to the general public. 3H’s support services included software application O&M and associated help desk functions. 3H has addressed over 1,000 help desk requests since contract award, resolving 94% of all calls without escalation. Additionally, our help desk staff assist agency personnel in understanding data requirements and resolve functional questions related to the overall program goals and reporting requirements. 3H also dispatches personnel to stakeholder sites to provide one-on-one application training or assist customers with data preparation and interface efforts.

Functional Category (FC) 4 - Software Development

PBS Portal

Customer: General Services Administration (GSA) Public Buildings Service (PBS)

Scope of Service:3H is the developer of the GSA PBS Portal, into which we consolidated more than 30 websites, intranets/extranets, and over 30 database-driven applications, including enterprise, legacy, J2EE, and .NET applications into a single application platform. Built to serve more than 30,000 users, the customer initially anticipated 1,000 Portal visitors per day, increasing to over 5,000 visitors within the next 2 years. 3H conducted extensive research and developed enterprise-wide taxonomy for Portal-related content. This taxonomy provided services in personalized content delivery to the customer’s communities of practice. The Portal serves all organizational business lines and regions, and has created a unified intranet/extranet access point to all applications and data required for the agency’s operations. 3H assisted GSA in achieving the PBS Portal’s objectives including enhancing communication and collaboration with stakeholders; sharing information more effectively, providing robust environments for enterprise solutions, and realizing cost avoidance and savings by leveraging existing enterprise system applications.

GSA PBS CIO Enterprise Systems Software Support (eLease)

Customer:
General Services Administration (GSA) Public Buildings Service (PBS)

Scope of Service: 3H conducted the system development effort for the eLease application, a primary GSA mission support system which automates the entire leasing process used for all Federal lease acquisitions. eLease is a workflow implementation of the full lifecycle of the leasing process, which includes more than 400 processes and tasks aggregated into seven phases and managed dynamically in compliance with a multitude of Federal regulations. eLease has transformed the customer’s leasing methodology from a manual process into a fully automated, streamlined system. eLease supports the generation, routing, and management of leasing documents and manages interactions among clients, vendors, and other stakeholders to successfully complete leasing transactions. The development effort involved requirements analysis, software engineering, implementation support, systems integration, integration testing, ICASE Tools support, and system administration.
