The Federal Real Property Profile (FRPP) solution developed for GSA (General Services Administration) OGP (Office of Governmentwide Policy) helps federal agencies acquire the information and metrics necessary to significantly improve Federal Real Property (FRP) asset management and compliance reporting. The FRPP solution:

CHALLENGE

Executive Order (EO) 13327 on Federal Real Property (FRP) Asset Management signed by President Bush on February 4, 2004, requires designated Executive Branch agencies to prioritize actions to improve the management of their real property, including the cost and time required to dispose of surplus holdings.

Lack of useful property information within federal agencies.
While some agencies were able to report their excess real property, most agencies did not maintain complete or accurate inventory information on the use and condition of federal properties. As a result, there was a lack of useful data regarding the underused and unneeded federal real property. To address this problem, the federal government needed an efficient property inventory and management information system with condition index, annual operating costs and other relevant characteristics of real property assets. The government also needed a reporting structure to identify and classify unnecessary properties, so action toward their disposal could be taken.

3H SOLUTION

3H Technology (3H) helped GSA-OGP develop and implement a real property asset inventory management system and a planning process that met the requirements established by the Federal Real Property Council (FRPC). Throughout the project, 3H Technology provided recommendations for improving efficiencies in data management, coordination with external agencies and internal business lines, and the overall direction of the program.

For measurement and analysis, 3H deployed eSnap, an Enterprise Information Integration (EII) portal developed by 3H, to integrate real property attribute information and display results in an easy-to-use web report, known as the Performance Assessment Tool (PAT). eSnap has been instrumental in helping OGP and OMB analyze data. 3H also provided services in the following areas:

RESULTS

The FRPP solution developed by 3H Technology helps the federal government acquire the information and metrics necessary to significantly improve Federal Real Property asset management (FRP) and compliance reporting. The FRPP system:

  • Streamlines compliance reporting to Congress, Office of Management and Budget (OMB) and the Federal Real Property Council (FRPC). Production time has been reduced from months to weeks to create the FRPP Annual Report. In addition, system efficiencies allow 3H to anticipate FRPP compliance reporting problems and proactively help agencies find cost effective solutions to their identified issues.

  • Aids GSA and OMB in uncovering cost effective real property solutions and save millions of dollars through accurate data reporting and business intelligence that identifies real property assets that can be renovated, disposed of, or maintained in the federal inventory.

  • Helped GSA (and assists other federal agencies) achieve a Green score on the Federal Real Property portion of the President’s Management Agenda (PMA). A green score is the highest level of achievement in progress to create a “rightsized” federal inventory. Agencies achieve Green status when they provide evidence of improved real property management through their active use of the developed Asset Management Plan, have a three-year action plan timeline for implementation of goals and objectives, and when their real property inventory data and performance measures are used in the daily decision-making process.
