ENVIRONMENT
The GSA PBS establishes and maintains market-based rental rates for federally owned buildings and portfolio leases in accordance with its pricing policy. To accomplish this, PBS regional offices perform Fair Annual Rental (FAR) Appraisals of these federal properties.
ADS is primarily used by PBS Appraisers to record data from property appraisals and to submit such data to PBS’s Rent Estimate Team. These duties involve filling in appraisal and rent estimate forms within the application and running reports. ADS periodically interfaces with the Rent Estimate system to transfer appraisal and rent data calculated by ADS. This process is transparent to ADS users.
ADS recognizes two types of properties, Owned/Appraised Properties and Border Stations. Each property type requires distinctive functional options. Owned/Appraised Properties refer to buildings and parking structures that are owned by the federal government and managed by GSA. Border Stations are federal properties located along the Mexican and Canadian borders. Not all GSA regions have Border Stations in their inventories. Criteria for FAR appraisals are different for Border Stations than for Owned/Appraised Properties.
CHALLENGE
In order to fulfill GSA business requirements, the system needed to contain a database of buildings under PBS management, forms and procedures for updating appraisal and rent data, and additional data such as market land value and regional escalation factors. The system had to be capable of generating and displaying a variety of reports which were tailored to display information for both Owned/Appraised Properties and Border Stations. ADS interfaced with other GSA systems to retrieve regular snapshots of information needed by ADS to perform its operations.
SOLUTION
In 2004, 3H developed a web-based application using Microsoft .NET (utilizing C#) with an Oracle 9i database management system, operating on a Microsoft Windows operating System to replace the legacy ADS application. User access to ADS is defined by the permissions granted to three user roles – Appraisers, Border Station Specialists and General Users which are maintained in the PBS Portal. A web service was developed to allow for ADS (and future projects) to have an efficient interface into the Oracle Portal OID information.
ADS allows PBS Appraisers and Border Station Specialists throughout the national regional offices to store, access and update building and appraisal and rent data for Owned/Appraised Properties and Border Stations.
For Owned Properties, the system enables users to perform the following functions:
- Search for and view building profiles
- Add, edit, delete building profiles
- View building appraisals
- Add new appraisals
- Adjust appraisal rates
- Modify appraisals
- Escalate appraisals
- Manage appraisals
- Add and modify regional escalation factors for appraisals
- Run reports
For Border Stations, the system enables users to perform the following functions:
- Search for and view building profiles
- Add, edit, delete building profiles
- View, add, modify building rent data
- View, add, modify client level rent data
- Manage building rent data
- View, add, modify building market land value
- Run reports
