ENVIRONMENT
The Office of Portfolio Management of the Public Buildings Service
(PBS) of the General Services Administration (GSA) is responsible
for maximizing GSAs real estate portfolio and providing
guidance to the eleven regional offices.
CHALLENGE
Previously, GSA was using a PC-based application that was
cumbersome and difficult to navigate and did not allow for
information to be readily shared. The Office of Portfolio
Management needed to consolidate the real estate analysis
data from across the country into a central database that
could be readily accessible to its constituents. The goals
of the project were to:
- Consolidate real estate analysis data into a central
database
- Provide users with a readily accessible means of entering
and viewing data in the database
- Improve the sharing of data by providing reporting functionality
- Reduce data entry for users
- Provide access to the data while retaining security
- Provide for data common to all projects to be entered by a central administrator
SOLUTION
In 2003, 3H developed a web application with an SQL database,
The Automated Prospectus System (TAPS), which allows the Office
of Portfolio Management and its constituents to enter data
using an easy to navigate interface that is readily available.
Copy functionality and data pre-populated from tables within
TAPS reduce the amount of data entry. Users can also generate
reports from data across the country.
FUNCTIONAL CAPABILITIES:
TAPS Allows:
For Regional Users:
- Enter and edit housing plan data for projects within their
region.
- Enter and edit data for real estate alternatives for projects
within their region.
- Generate reports for all data within the database.
For Central Office Users:
- Enter and edit housing plan data for all projects.
- Enter and edit data for real estate alternatives for all
projects.
- Generate reports for all data within the database.
For Users from Other Agencies:
- Generate reports for all data within the database.
For Regional Administrators:
- Create and maintain user accounts for users within their
region.
For System Administrators:
- Create and maintain all user accounts.
- Edit data that applies to all projects in tables in TAPS.
General Capability:
- Enter data into a secure SQL database.
- Enter data in a web application that is easy to navigate
and reduces data entry.
- Generate reports.
- Download reports to Microsoft® Excel.
- Provide tables that a central administrator can modify.
- Allow administrators to maintain user accounts.
- Provide for security by establishing different levels
of user access.
