ENVIRONMENT
The General Services Administration (GSA) National Capital Region
(NCR) of the Public Buildings Service (PBS) consists of one
main office and 67 field sites. The field sites are distributed
throughout the Washington DC metropolitan area. There are around
1,100 users at the main site and 1,000 users distributed among
the field sites.
CHALLENGE
GSA NCR executives identified a need to develop a management
system for executive-level projects. They were in need of
a system that would serve as a centralized location for posting
the information on projects, point of contacts (POCs) and
meetings related to executive projects. The built system would
have to have an advanced searching capabilities, allowing
for a quick search for on project information by the selected
criteria.
SOLUTION
The application was the first attempt to establish a one-stop
resource for Project Management related information input
and retrieval.
The purpose of the system was to aggregate organization-wide
projects into a unified, logically categorized system -- a
virtual PMO (Project Management Office).
3H Technology developed a database-driven web application
that manages all projects, related tasks, meetings and points
of contact for GSA NCR executive project managers.
A COM object was used to enforce the business logic, and a
user interface manipulates the data efficiently, retrieves
the needed information. The security was implemented using
SQL authentication, so that only registered users are able
to view and modify the data according to granted privileges.
Functional Capabilities
The application is built around 4 inter-related and Internet
Explorer-compatible modules. Within each module, security
is built around each user’s different role. All users
may view the information, while the ability to create, edit
and/or delete information is dependent on the user’s
permission level.
1. Project Management Module:
- Allows viewing of the list of projects and project details
such as project status, project manager, point of contact,
project description and notes, project tasks, task milestones
and status reports.
- Allows creating, editing and deleting project information.
2. Discussion Module:
- Allows users to browse list of discussion subjects, read
subject descriptions and create new subject.
- Allows users to post messages based on related subject(s)
and/or project(s). If message is related to a project(s),
allows relating message to project task(s).
- Allows attachment of file(s) to message.
- Allows sending message by e-mail to users choosing to
post e-mail addresses.
- Allows to search posted messages, based on criteria such
as posting party, posting date, text contained in message
posted, subject and project/task.
- Allows editing and deleting of discussion subjects (subject
to permissions level).
3. Contact Management Module:
- Allows to post meeting information including date, type
and attendees. Meeting topics may also be associated with
subjects, projects and tasks.
- Allows search of meetings based on attendees, time, minutes,
subject and project/task.
- Allows the editing and deleting of meetings (subject
to permissions level).
4. Maintenance Module:
- Allows application administrators to create, edit and
delete meeting types, organization, personnel and project/task
status lists.
