About the EAGLE Contract

The Enterprise Acquisition Gateway for Leading-Edge Solutions (EAGLE)
EAGLE is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, specifically designed as the preferred source for acquiring information technology (IT) services for the majority of the Department of Homeland Security’s (DHS’s) enterprise infrastructure and initiatives. These services include end-to-end solutions support to satisfy DHS IT-related development, deployment, operation, maintenance and sustainment requirements.

Working in partnership with prime contractors, the DHS Enterprise Solutions Office (ESO) manages the EAGLE contract in coordination with the Information Technology Acquisition Center (ITAC) within the Office of Procurement Operations (OPO). Ordering under the EAGLE contracts is decentralized and is designed to flexibly meet the broad needs of DHS, its components and other agencies involved in homeland security-related activities. Services will be ordered on EAGLE via Task Orders (TOs) issued by Contracting Officers (COs) following DHS TO ordering guidelines. The DHS ITAC is available to conduct acquisitions on behalf of DHS components, in particular for those without an internal procurement capability.

There are two groups of prime contractors under the EAGLE contract: (1) Small Business Set-Aside Track awardees, such as 3H Technology, eligible to compete for all Task Orders in their respective functional categories; and (2) Large Businesses Full and Open Track awardees, eligible to compete only on solicitations issued in the unrestricted areas.

EAGLE provides users with a flexible means of meeting IT needs quickly, efficiently, and cost-effectively.  As a multiple-award contract vehicle, EAGLE is designed to reduce the overhead associated with multiple acquisitions.

Enterprise Solutions Office (ESO)
The ESO works directly with customers and EAGLE prime contractors throughout the acquisition process to provide assistance, support, and overall contract management and administration. The ESO was established to ensure customers are aware of their responsibilities and the scope of the EAGLE contract, address and satisfy the needs of all participants in the process, maintain a level of program integrity that prevents contractual or programmatic problems, solicit feedback, and provide continuous process improvement. The ESO is also guided by directives from other organizations and develops, employs, and promulgates procedures and templates that support these directives.

Section 508 Compliance
In 1998, the Rehabilitation Act was amended in Section 508 to require Federal agencies to make IT tools and information accessible to people with disabilities and to give these users and members of the general public equal access to electronic information assets. The Electronic and Information Technology Accessibility Standards (36 CFR 1194) and Federal Acquisition Regulation are the two regulations that implement the statutory requirements of the amended Act.

3H Technology supports this effort to provide access for all users of electronics and IT. Our broad experience and capabilities include the software and hardware expertise required to identify the technological tools and means to satisfy the regulatory criteria of the Accessibility Standards and the expertise to introduce assistive technologies into integrated systems solutions. 3H adheres to the regulatory guidance and procurement requirements as applicable to Federal and DoD procurements that include the purchase of products and services as defined under Section 508 of the Rehabilitation Act.
